The Harley-Davidson Motor Company Corporate Headquarters in Milwaukee, WI is the site where the first H-D factory - a wooden shed - was built in 1903 in the backyard of the William C. Davidson family home. Join our team as a HR Payroll Service Center Manager.


Job Summary

Join our Human Resources team as an HR Manager responsible for Tier 1 support of HR, Timekeeping and Payroll transactions. You will provide strategy and direction, drive quality service, and give an optimal experience to our HR business services representatives and employees around the world with regard to their human resource-related needs. This position is accountable for and serves as the authority on various aspects of HR service center performance to include:
payroll, time management, HR process knowledge management and master data, and drives transactions and Tier 1 support optimization and efficiency. In addition to HR transactions, this position is also responsible for timekeeping and payroll operations.


Job Responsibilities
  • Service Center Operations (Tier 1):
    Manages HR Service Center operations, including responsibility for defining the strategy for providing high quality employee experience, defining and meeting service level agreements, and measuring and driving operational and performance requirements through the creation and analysis of Key Performance Indicators (KPI's).
  • Team Leadership:
    Leads a team of transaction and advisor (payroll tax & compliance) specialists who serve as the first point of contact for H-D employees and HR business services representatives who have HR-related questions or issues. Works to develop training and coaching for employees, cultivates a culture of customer service and builds relationships with key internal stakeholders.
  • Payroll and Timekeeping Operations:
    Manages the development, documentation, and enhancement of H-D's global Schedule thru Pay (Timekeeping and Payroll) system, policies and procedures ensuring timely and accurate payroll processing and ensuring compliance with all payroll regulations/taxes.
  • Project/Budget Management:
    Develops and implements HR Service Center operating plans to ensure that initiatives and projects are implemented on-time, at or under-budget, and with a silent delivery. Actively pursues plans and actions that maximize the efficiency and productivity of the HR Service Center.
  • Collaboration:
    Actively collaborates with HR Centers of Expertise (COEs) and HR Business Services to shape the employee experience. Networks across industries to seek and apply best practices in HR Shared Services/Service Centers.
  • Implement global payroll & timekeeping strategy to provide governance, simplify process, strengthen controls and improve customer satisfaction worldwide.

Bachelor's Degree Required

  • A bachelor's degree in Human Resources, Operations Management, Business, or a related field is required. A master's is preferred.

Experience Requirements

This role typically requires at least 8 years of HR and payroll experience. Our ideal candidate will demonstrate the following:



  • Ability to provide vision and direction and build a highly engaged team.

  • Strong communication and interpersonal skills and ability to manage multiple complex initiatives simultaneously.

  • Commitment to excellence in customer service, time management, quality.

  • Experience handling confidential information and manage escalations.

  • Experience with integration of SAP, Ceridian, SuccessFactors and/or other HR systems into a technology roadmap that delivers on HR and business strategies.

  • A continuous improvement mindset and high-level of comfort working with technology to develop HR-related solutions for a global workforce.

  • Prior experience managing a Call Center/Customer Service environment and an understanding of call center operations and financials is preferred as is experience within a manufacturing organization and/or a global company.

  • Ceridian Dayforce experience preferred
