Program Analyst (Clinic Profile Manager)

Summary This position is located in the Office of the Chief of Staff, Group Practice Manager at the Clement Zablocki VA Medical Center Milwaukee, WI.
This position is the Clinic Profile Manager for the medical facility and satellite clinics/healthcare system.
The incumbent is responsible for overall program management for the clinic maintenance process for the facility and leads the facility's efforts to integrate profile management among healthcare providers, other facility staff, and patients.
Responsibilities Interprets national policies and procedures, developing and implementing local standards, defining requirements, and providing advice to top management on related issues pertaining to clinic/provider profile management.
Ensures that completed profiles reflect national, network and local goals, directives, and policies.
Establishes and manages communication plans that identify target audience, appropriate messages, activities, and resources needed for effective communication, and communication plans for change management, incorporating multiple channels to manage expectations.
Oversees clinic supervision to staff delegated to services performing clinic profile coordination and management functions.
Coordinates all administrative needs of clinic profile building and maintenance.
Responsible for oversight of all clinic set up options, clinic profiles and outputs.
Assesses the best structure of clinics, based on national mandates and direction, facility needs, provider needs, patient needs, and data desired to be captured.
Creates new clinics, adjusting existing profiles as necessary for changes, inactivating, and cancelling clinic availability.
Coordinates ancillary needs stemming from clinic profiles such as encounter forms, printing, MCA and MCCR billing.
Utilizes VistA options including the scheduling package, fileman routines and reports.
Evaluates computer generated appointment types and determines appropriate assignments of appointment type on a timely basis.
Develops and implements an in-depth training program for the facility to ensure staff are properly educated and accountable for clinical profiles, scheduling, and data management.
Performs scheduling audits and analyzes audit findings related to access of care.
Promotion Potential:
The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met.
Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement.
Time-In-Grade Requirement:
Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-9 position you must have served 52 weeks at the GS-7.
For a GS-11 position you must have served 52 weeks at the GS-9 The grade may have been in any occupation but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

GS-9 Specialized
Experience:
You must have one year of specialized experience with the particular knowledge, skill, and abilities to perform successfully the duties of the Program Analyst and is typically in or related to the work of the position to be filled.
To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization (GS-7).
Examples of specialized experience include (but are not limited to):
Experience in positions that required working knowledge of the computer system for entry and retrieval of data; working knowledge of data sources such as CPRS, VA scheduling packages, Microsoft Word software including Word, Power Point, Excel, etc.
; knowledge of medical records, medical billing programs, and medical terminology; experience researching or investigating problems or errors that require reconciling and reconstruction of incomplete information; skill in the use of computer equipment with a variety of software applications including the ability to produce documents and reports containing tables and/or graphs and extract data from a variety of sources; and demonstration of skill in communication and interpersonal relations both orally and in writing providing clear and concise communication.

To qualify based on education for this grade level you must have successfully obtained a master's or equivalent graduate degree.

Working with and possessing an In depth practical knowledge of all VA scheduling packages and ambulatory data capture applications, other non-related packages interfacing with the ambulatory data capture program (lab, radiology, surgery, event capture, TIU, etc.
), fileman, and other applications pertinent to outpatient clinic profile management and data collection.
Determining the most appropriate principles, practices, and methods to apply in all phases of assignments.
Interpreting regulation.
; Locating, extracting, interpreting and generating reports of various nature.
Evaluating and analyzing processes and procedures with multiple variables.
Coordinating administrative needs of the clinic profile building and maintenance.
Providing technical advice to clinic personnel primarily at management level regarding scheduling, clinic profiles and workload.

Physical Requirements:
Regular and recurring work is mostly sedentary involving sitting at a desk, although the position required the ability to move from one geographic location of the facility to another.

The incumbent may be exposed to walking to outlying areas.
