Supervisory Communications Specialist

This position is located at the Clement J. Zablocki Medical Center, Milwaukee, WI (695) - a Level 1a Complexity VHA Facility, and is organizationally aligned under the Medical Information Systems Division. The primary purpose of this position is to provide planning, developing, implementing, directing, evaluating, managing and coordinating the Medical Center's vast and technically complex knowledge based information, Veteran health education and medical media programs. These services are required for evidence-based patient care, clinical research and education, Veteran health education, community engagement, employee engagement, and historical archival. The programs address the Medical Center's goals of leading change, leading people, business acumen and accountability, building coalitions, and driving results in an effort to deliver high quality, cost effective healthcare. Major Duties:
Plans, organizes, and conducts analytical studies involving the use and effectiveness of Library and Medical Media programs at the Medical Center. Employs a variety of techniques to assess, analyze, and plan for short and long term needs and to establish long and short range strategies to meet identified needs. Provides direct management and supervision to the Medical Media & Library/Learning Resources Section. Provides overall coordination, program re-design and integration between and among all Divisions and Programs. Assigns work, develops performance standards and evaluates work performance of subordinates. Interviews candidates for positions in the unit. Identifies and provides for employee training. Implements methods and procedures to improve organizational performance. Hears/resolves minor informal and/or formal employee complaints and grievances. Planning and managing of the Library section and Medical Media section operational activities. Plans, directs, coordinates, controls and evaluates all aspects of the Library and Medical Media activities for the facility, & works and coordinates with individuals. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 12 position you must have served 52 weeks at the GS 11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Must have one full year of specialized experience equivalent to at least the next lower grade level (GS-11) in Federal service that equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Specialized experience includes:
Knowledge and understanding of management principles, practices, methods and techniques; Skill in supervising or managing subordinates to accomplish the work required to operate a significant program or organization function; knowledge of the principles of knowledge based information, Veteran health education, and medical media; demonstrate techniques and procedures for using Medical Center computers and telecommunications equipment; develop new approaches in devising solutions to problems where precedents are not available; design, conduct, and interpret program-based needs assessments; analyze problems and establish priorities; communicate effectively both orally and in writing. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
