Purpose As part of a dynamic, purpose-driven team, the Contract Compliance Officer provides oversight of contracting procedures and compliance for the Emerging Business Enterprise Program (EBEP).
Essential Functions Technical and Analytical Implement practices and procedures to ensure optimal opportunities for emerging businesses to participate fully in City of Milwaukee procurement and contracts, in accordance with the City's EBEP.
Ensure contractor compliance with City's Minimum Wage ordinance, Prevailing Wage Ordinance, EBEP participation, Residency Preference Program (RPP), First-Source Employment Program and apprentice participation ratios.
Rectify violations, hold contractor payments and recommend disqualification of contractors, as required; prepare related correspondence.
Provide technical assistance to businesses related to contracts and procurement opportunities; assist prime contractors in identifying EBEP subcontractors for compliance with EBEP contractual commitments throughout the life of the contract, using on-site and desk audits.
Assist in the further development of a database that will assist in monitoring EBEP office programming efforts, such as prevailing wage and EBEP and RPP participation.
Research and prepare investigative reports and surveys; suggest and draft contract language changes and other reports.
Administrative and Program Promotion Schedule, prepare minutes and assist the EBEP Manager at meetings and compliance hearings.
Attend pre-bid and preconstruction meetings in the EBEP Manager's absence.
Collect, disseminate and store all contract documents.
Maintain records on all certified workers.
Assemble Residency data for annual report to Common Council.
Certify contractor employees as Resident Workers, including coordinating with Community Employment Agencies.
Create and maintain opportunities to promote the efforts of the Emerging Business Enterprise Program.

The Contract Compliance Officer is required to file a statement of economic interests in accordance with the Milwaukee Code of Ordinances Chapter 303-Code of Ethics.
Must be willing to work on occasion evenings and weekends to meet departmental needs.
Position requires travel to various sites throughout the City of Milwaukee.
Must be willing to carry a cell phone during work hours.
Minimum Requirements Bachelor's degree in economics, public policy, business administration or a related field from an accredited college or university.
Two years of progressively responsible experience in contract administration and compliance or a closely related field.
The ability to travel independently throughout the City of Milwaukee by public transportation, walking, bicycling, or driving.
Equivalent combinations of education and professional experience will be considered.

Desirable Qualifications Juris Doctor (JD) or master's degree in a related field from an accredited college or university.
Knowledge, Skills, Abilities & Other Characteristics Technical Knowledge of public sector bidding processes.
Ability to read and accurately apply State Statutes and City of Milwaukee Ordinances as they relate to contract execution and compliance.
Ability to read and interpret a wide variety of materials, including legislation, procedures, policies, reports, and technical publications.
Skill in Microsoft Word, Excel and PowerPoint to create documents, analyze data and create effective presentations.
Ability to apply basic statistical analysis skills, using computer software.
Knowledge of data research, collection, and analysis techniques.
Ability to gather evidence from a variety of sources, organize and analyze the evidence, and draw logical conclusions.
Communication and Interpersonal Excellent written communication skills to compose research reports, email correspondence and memos.
Ability to verbally present facts and data in an organized and logical manner.

Current Salary The current salary range (2JX) is $71,341-$90,796, and the resident incentive salary range for City of Milwaukee residents is $73,482-$93,520.
Appointment above the minimum is possible based upon level of experience and other qualifications and is subject to approval.
